There has been debate about the definition of “windfall sites”.
Our Planning Consultant has advised that a “windfall site” can only exist within the BUAB (Built Up Area Boundary). Only Mannings Heath has a BUAB. None of the sites on the provisional short list are in the BUAB. Therefore if any houses are built on the provisional short list sites in the Parish they will not be classed as “windfall sites” and therefore will count towards the Neighbourhood Plan.
